With regard to your mention of things like the tariff chaos being part of a grander plan (and the "chaos" not being accidental), do you think instances of incompetence are generally allowed and/or manufactured? I guess my question is should it be assumed most of the major dust ups are orchestrated to a certain degree, or do things just sometimes slip through the cracks (especially with a stable of unqualified loyalists mixed in with the "smarter" ideologues)?
